The Resources Directorate require a Financial Services Client Manager who will be based in the Financial Performance Team in the Financial Services Department at Blackburn with Darwen Borough Council.
This role will lead a team of 6 and be responsible for the performance management of the Council Tax, Business Rates, Collection and Benefits Service. The requirement to build and maintain positive working relationships in a partnership environment is an essential factor in this post.
You will have:
- Experience of managing and monitoring the performance of a team
- Budget management experience
- Experience of developing performance management frameworks
- Knowledge of Benefits and some knowledge of council tax administration
- Knowledge of contract management
- Evidence of displaying high levels of initiative and decision making
- Excellent negotiation skills
- Commitment to providing a quality service
- A customer focus
- A commitment to personal development
This role will be responsible for:
- Managing the contract with our partner, Capita, for Financial Services including council tax, business rates, collection and the benefits service
- Ensuring the benefits grant claim is submitted accurately and on time
- Ensuring that benefit overpayments policies and procedures are reviewed and complied with to reduce the cost to the Council
- Managing projects to deliver service improvements
- The review of performance and management information relating to the services mentioned above
