Principal Specialist (Welfare and Income Maximisation)

The Council is going through a period of change through its local government reform and we see this as an exciting opportunity to have an influential role and positive impact in the further development of the Welfare and Income Maximisation team.

Being the Council’s Principal Specialist (Welfare and Income Maximisation), you will be the Council’s principal technical and procedural advisor on Revenues and Benefits.  You will be responsible and accountable for the functional and operational management for the Revenues, including Council Tax and NNDR, Benefits, Fraud, Systems and Subsidy, Recovery and Enforcement and associated specialist services.  As the successful applicant, you will be managing a team of Revenues, Benefits, Recovery, Fraud and Systems and Subsidy Specialists and will have strong people management skills, particularly in managing a group of professional officers across the specialist areas above.

You will ensure compliance with statutory regulations, legislation, professional codes of practice, and deliver projects, interventions and initiatives, and be a leading contributor to strategy, quality and service and financial planning, including development, delivery and review of associated policies and procedures.  You will establish and maintain effective working relationships with Elected Members and Stakeholders and play a key role in digital innovation.  You will lead a community of practice, working with colleagues across the Council to provide technical support, share knowledge and best practice, and deliver priorities contained within the Council Plan, taking a particular focus on Delivering a Fairer South Lakeland.

You will ensure that the value of Government funding, subsidy and grants are maximised to minimise associated financial risks, and drive key priorities forward for Council Tax and NNDR recovery and enforcement, fraud and compliance, and Housing Benefit overpayment recovery, and will be responsible for the co-ordination, preparation and planning of all year-end activity.

What we are looking for in you

The successful applicant will be the most senior Specialist Officer in the Council with regards to Revenues and Benefits and will need to be experienced at a senior level in this area with extensive knowledge and experience of legislation, practice and Government returns in those areas, hold an IRRV qualification and current membership, be an experienced user with sound technical knowledge of the Capita/Academy system, and have a track record of delivering innovative solutions to improve service delivery. 

In addition to the people management, the successful candidate will be responsible for advising on the most complex cases and will work closely with the senior specialists, who will be your direct reports, in managing the Council’s Welfare and Income Maximisation function in line with the most up to date statutory and policy requirements. The successful candidate will support the Operational Lead for People, Welfare and Income Maximisation to develop, implement and deliver a range of outcomes through the Council Plan.
